Depends since Tsuyoshi is not a classic "Omega" but an "Alpha Omega" he has strong pheromones that attract Alphas and below. Beta's don't have the right to mate with Tsuyoshi but since he is actually the strongest the power dynamic is more who can make the most appealing argument to become their mate.

Teru was a beta who ascended to Alpha because of close and constant contact with Tsuyoshi and has molded himself a place next to his "God". He is the closest and wants the best for Tsuyoshi even going so far to create an organization for him while missing what his Omega truly wants.

Hoshizaki was an Alpha but long exposure to Tsuyoshi's pheromones has lessened his more aggressive tendencies and as such he cares more about the wants and desires of Tsuyoshi rather than his. He would rather have Tsuyoshi hate him and be happy than vice versa.
