She gets karma'd. Remember her plan to turn Anastasia into a sex slave? They just do the same and sell her to a mining company after her voice is sealed, which removes her ability to charm. Funnily enough, she can still cast magic, which was a bonus for the company, since she could heal any miners that got injured.

The staff's description says it gives a one-time blessing to anyone that pours magic into it, giving them a Skill based in their inner desires. So, just take the staff, make a wish, and if you're worthy (you want it bad enough) it will be granted.

I think it's fair for them to not realize Amy has actual brainwashing, but like...surely they could have talked to the prisoners separately?

There's less security risk this way, it's easier to manipulate them to do what you want with game theory, and also it kinda just stops them from feeding off each other's stupidity.
