It's because when the visual novel first came out the creator was the one who made the sprites and background. He was more of a story writer than an artist so we got that. Later the game was ported to console so the sprites got updated and we got proper backgrounds. There's also the Steam sprites which not many are a fan of.

Honestly, I prefer the original sprites...

The whole game got released in it. The creator always does the game in his art style first, then we get a port with the updated sprites later. This still holds true with Umineko and Ciconia. Actually scratch that on Ciconia, that one still only has the OG sprite work since the game is still stuck on Phase 1 lol.
