How is it coherent that some total outsider uses Leon's ship as collateral in a bet? The winner then claims the ship, even in Leon's absence? Somehow the holy tree blesses that whole nonsense. The beginning of this arc was such a fiasco, which is a pity.

Sure, but it's still not good writing. Because it's meaningless. Leon, the MC, had no role in losing the ship, at all. It does underline the fact the republic is an absolute mess and not worth anything as a country, but that, then, raises the question: why did Leon get sent there. It's like a grand punishment to send someone to a country where nothing matters. They could have killed Leon randomly as well, just like they took his property randomly. What's the point? Nobody should travel to a country ruled by chaos like that, unless it's a desperate person with nothing to lose, willing to challenge the Wild West.

It does underline the fact the republic is an absolute mess and not worth anything as a country, but that, then, raises the question: why did Leon get sent there. He wasn't sent there. He pulled strings himself in order to go. Take a look at the ending of the last manga (or novel volume 3): Marie revealed to him that there was a sequel to the otome game their current situation was based on and it took place in the republic, with similar world-ending consequences if things don't go well. He's afraid of said consequences on the account that they both already meddled in a lot of developments so far. That's why he wants to be there in order to intervene if needed. Of course, he did so at the first opportunity, as is typical of him, so now he's in for the long haul.

Also, it's not like the country has no order. There's a very clear one: the great nobles are all powerful and cannot be challenged, since they can use the tree against you in ways that do not respect any notions of autonomy or social conduct. They also clearly have an agreement not to do the same to themselves, otherwise there would have long since been only one absolute ruler.

There's a very clear one: the great nobles are all powerful and cannot be challenged, since they can use the tree against you in ways that do not respect any notions of autonomy or social conduct. That still pretty much means it's a land of chaos where nothing matters. If those set great noble houses are willing to lay such an arbitrary rule over not only all the citizens but also foreign VIPs visiting the land, it does mean they wouldn't be above backstabbing each other if given the slightest chance. I suppose we already saw enough of that as well. It can't be a stable country by any measure.

I still hope this sequel will end with Leon pretty much destroying that whole country. Maybe not directly but indirectly with his heavy involvement leading to it. Not that I'd expect it since his own terrible home country survived the war and nothing much changed.

And as you've seen, some of them aren't above that. It's never directly explained in the novel why they haven't turned on each other and laid waste to the other families until only one remained. One has to assume they expect that likely none would remain or there would be a catastrophe affecting the entire floating continent, since even Pierre wasn't willing to fight any of them directly, relying on underhanded moves to usurp his brother and eventually the rest of the country. The tree itself is not quite what they think it is and maybe they're aware that they know little of it's real nature too.
