I bet people were worried in the 90s where gyaru were very counter-culture, but he concept of gyaru has evolved a lot since then and it's a lot more positive now.

Kind of like how punk looks were seen as threatening a few decades ago, but now it's pretty much a way to signal someone is a compassionate/safe person.
