Sometimes those take several pages in row, it makes browsing unnecessary tedious.
Even 1000 pages of updates in a single surge would be preferable (imho) to a constant flood of a smaller number, since it would be a much much smaller segment of uploaded chapters that get lost in the shuffle. Consider: say 100 chapters are uploaded in a single day at a constant rate, in parallel to 1000 outlinks at a proportional 10x rate. The 10x rate means almost every regular upload will get lost in the shuffle almost immediately as most users (that are not constantly checking) will not want to have page through a dozen updates pages every couple of hours. Compare that to a single surge of those same 1000 outlinks over a course of an hour: only the small 3-4 uploaded in that course of an hour will be lost in the shuffle, while the remaining 23 hours of the day will be business as usual. And users could be forewarned that a surge is incoming.The reason Barto set a bot to do it every minute or so is not known (well, I know he likes to automatise things, but that's beside the point), but if they dumped those five digit chapter links all at once anyone would have 100 pages of useless latest updates. I know they want to have as much as they can, but doing this kind of "analogue" changes eight years late (same for romanisation stuff, for one) would mean death in any serious business.
I didn't say I prefered it to be spammed in a longer spawn of time, I just tried to infer why may be doing it this way. In fact, it's a complete waste of time when they can just add the "Official English" link to the entire chapter list or something similar that doesn't require a bot uploading them on release. I've always blocked "uploaders" or groups who only added links because it's pointless for a manga reading site to offer reading options elsewhere that require a different account, independently if they're "free" or not. And if it's not technically feasible to do all 40k in a single shot, then weekly or even just daily would do. I wasn't around for the days of Solo Leveling but it sounds like users were more or less accustomed to regularly scheduled disruptions.
I'm not saying this course is preferable to invisible outlinking but if we are sticking to the current rate without it, I believe single surging would be better from a user experience and keep site traffic stable during the next month. We're only a couple days in but I wouldn't be surprised if there has already been a demonstrable drop in site traffic. And the longer this surge lasts, the more permanent that drop will become.

Less relevant, but trying to find a loophole in the TOS or applicable policies will never be a productive expedition. Site operators are under no obligation to make or maintain a consistent experience for any user.
See also Sections 1.3 (regarding updates to the TOS), 19.1-2 (regarding the right to modify the site or content at MD's discretion), 22 (regarding errors on the site and corrections) and 28.2 (regarding non-waiver of enforcement rights) of the TOS.
