This flashback is basically a prequel full of retconned stuff because why would anyone mess with Raoul ever again if everyone around him kept dropping dead, it wasn't even mentioned a single time before now but feels like a pretty big freakin deal.

Presumably at least 15 years passed between this flashback and the start of the series. Human memories are short. And remember it was Vicky who was torturing him in the beginning, so once she started and there were no repercussions, everyone would be emboldened.
