Nope. Because a loving parent and cold ruthless criminal bosses have different priorities. One will put their child above everything else, the other — the existence and power of their career, and also their money. Sakura changed after Chiyo because she no longer gave her position as mafia queen foremost priority. If the underworld would threaten the safety of her daughter, she would go against the underworld to protect Chiyo. Which is why her lieutenants and her are obviously beyond getting along again now.
