This is surprisingly true to life. I've never met a person who made executive decisions who could also make technology decisions. If MS Office (or even just Outlook) quits working, they're stranded on a desert island.

The opposite is not true, but people who make technology decisions usually don't WANT to make executive decisions. They want to stay behind a computer.
