I'm guessing that the clown is another general of the former Demon King. It would explain why he hates Dwight claiming to be the new Demon King. As for him not detecting the clown, its possible that is the clowns specialty and the drugs are just another plot of the world trying to kill Dwight.

While The Will of the World works with asspulls here and there, it's still no match for the most powerful of all that is Will of the Author.

Dwight will triumph over the Clown guy. Just a matter of how and when.

So far clown guy has only shown to be more skillful (not more powerful) in recognition disruption (pg14 bottom panel, middle bubble). And the miasma only boosted MC's power, not his wisdom.
So it could be that clown guy is simply more cunning than MC and more skillful in one particular skill, namely stealth, to help with his cunning, but in terms of power is no match to MC at all.

I do think he's a bit of an ass-pull but I'm not throwing judgment just yet.

I think being able to perfect a monster drug so soon after testing a prototype, and then further modifying it to seem like water is a bit much.

If he used magic to make it seem like water, that should've pinged the detection. Hell, shouldn't the monsterizing process itself be detected?

Did people just forget that it’s been spelled out, literally by Dwight himself, that the Will of the World creates ass-pulls just to oppose him because of how insanely unnatural Dwight’s attempt at world peace is to how the Will wants things to work?
Like the mid-battle power up of Heroes, and even bringing in an isekai Hero with the Will filling in the blanks of engineering schematics so that they would actually work, have been in this manga since the beginning.

We know that there's an in world author explanation for why we keep getting asspulls.
This does not however make asspulls palletable or enjoyable.

Like, I get that the Will of the World is the author's in-universe justification for the conflict to be never-ending with progressively more powerful enemies.
But like, that doesn't make this type of writing any better than any of its peers. Fundamentally, narratives that function on "well diabolus ex machina is real actually" only hold up until the audience loses its patience at the cohesion of the world being eroded for the requirements of the plot, which is part of what's happening for commenters here.
