To be fair, the adult trio only asked for Rozemyne herself to pass all her classes before going to the library. Adding the other first-years on top of that was Wilfried's idea, he never consulted anyone about it. But yeah, Sylvester wants to get more influence through trends and the like, but he still has the mentality of the Aub of a small duchy, and he's scared of the consequences of dealing with the big players if they get involved.
Ohhhhhh that makes sense! Wilfried has good intentions but isn't exactly good at politics or managing Myne's stress, and I suppose Rihyarda is loyal to him enough at this point to follow his suggestion without consulting the trio first.

it's not just that Wilfred is just really bad at politics and doesn't understand how that effects things. some examples even in this so far we have seen him be sabotaged. great example is Wilfred trying to follow Sylvesters order of "spreading trends" but failing spectacularly. a trend spread is meant to increase the duchy influence by creating interest and thus monetary power in the product of the duchy. The "trend" Wilfred trys to spread in this way is his heraldic shtappe transformation but that does him little as it's not something the duchy can benefit from as well as limiting because of the implication and dangerous cuz of the potential of having to marry out and thus having to adapt to a new family and be heavily problematic of being accused of unable to being adaptable and accepting to the new family. that means the only ppl who really would take up that "trend" would be Heirs to their respective houses and to those there really aren't many in the Royal academy due to the nature of the nobility.

I guess you should spoiler that, your example hasn't happened in the story yet.
