I suspect Emma will be instrumental in getting Charlotte & Aoyagi together - she'll probably hear Charlotte say something aloud (thinking she's got a bit of privacy or something) and will spill the beans to "Onii-san" at a narrative-appropriate moment, bringing everything to a head, or something.

So, at the end of Volume 2, roughly in the ballpark of chapter 25-30. She makes a half assed confession, asking him to father Emma with her. He doesn't take it as much, but it sure sounds like a confession to me.
Volume 3 starts with them not dating.
BUT!!!! The end of Volume 3 has her taking back that half assed confession and giving him a real one.
So yeah, she requested to date him and yeah, they're dating now. Sweet

To put it lightly, probably in the chapter 40-50 range since the LN is much longer chapter-wise, making about 2-4 manga chapters per LN chapter. Having 6 LN chapters per Volume
