Believing? He pushes characters into the correct sequence of events himself, because he needs the complete and strong hero party in the end. Wherever it's impossible to push things to the normal path he takes it up himself because it's useful. The big bad is just too much to ignore in the end.

His main motivations have been there from the beginning. Save as many people as possible, prevent destruction of the world, and not get killed in the process. Even though he's strong, he doesn't believe he can do it by himself because in the game, the hero party overpowers him and still needs to get stronger in order to defeat Justus. The faster he can get the heroes to power up, the fewer sacrifices there will be, or so he believes.
