At least that took away my idea that the scepter being there, meant that Edelweiss is dead.

Not sure what is going on with the art on page 12. It seems like it's in a ravine hidden between hills. Instead all the other times it appears to be in a flower plain.

The bad implication, is that this version of the Elbis scepter is for keeping Fia specifically outside the barrier away from the Humans.

With this theory, Fia could be the ancestor to Edelweiss.

So, either that staff is from the long past or different dimension. That's possibly the reason why it have not her residual mana.
