Since everyone is guessing here, my guess is she has an attack that smoothly leads to a grab that will always connect even if the attack is blocked.

Since everyone else is likely thinking in logical terms (not fighting game), they try to "escape" the grab by trying to step away or fight against the throw. Instead of the fighting game logic of initializing your own throw to cancel out the attempt.

If she's got command grabs then trying to tech them with their own throw to escape is exactly the wrong thing to do, it guarantees the command grab will connect. The only options to beat it are jump, backdash (in some games) and invincible reversal.
