It took six months, but we're finished at last. The author tries to cram too many things into this arc, and it slows down the pacing.
I think Ippe's backstories and the use of a high-ranking hunter as a weapon can be gradually revealed after Kino takes down the cult member. After all, Usoyama uncle works with the ministry itself, so Kino can get the information from her. It's not far-fetched considering we've seen her using schemes to get what she wants. Then, we can gradually get into the ministry using gardeners as a weapon, and Ippe's backstory and his relationship with Usoyama's uncle.

On another note, Character development for Kino and potential conflict with the Hoshino girl. I bet she's going to use it, and it will end horribly.

no reason for her to shudder when unknown gets mentioned since she is depicted as beyond clueless about everything unless the author decided it was pushed too far and wants to do a 180 with the focus of the series

Yeah I still feel like this could have been two to three lower stakes arcs instead of one. Especially at the end we got a ton of characters thrown together, a ton of throwaway references to worldbuilding, a story-starting level of change applied to the world that now needs rebuilding, a revealed big bad, and a tiny bit of character growth. It feels like there was a behind the scenes push that the author did to not get axed in my opinion, like Narduar vs Henry Rollins I.

So Eiri might become evil now? I guess it makes sense. She's probably obsessed with the rankings or Unknown.
Maybe she's so corrupted at this point that she ignored a random highschool girl who was just running in that area even though she knows that Unknown might also be a highschool girl? I mean she'd probably run away if she knew it was Unknown anyway.
I'm guessing something has affected her thinking or she's just the type of person who'd fall for that. She's a nepo baby or something, right?
Hope they can keep things interesting.
