It took six months, but we're finished at last. The author tries to cram too many things into this arc, and it slows down the pacing.
I think Ippe's backstories and the use of a high-ranking hunter as a weapon can be gradually revealed after Kino takes down the cult member. After all, Usoyama uncle works with the ministry itself, so Kino can get the information from her. It's not far-fetched considering we've seen her using schemes to get what she wants. Then, we can gradually get into the ministry using gardeners as a weapon, and Ippe's backstory and his relationship with Usoyama's uncle.
On another note, Character development for Kino and potential conflict with the Hoshino girl. I bet she's going to use it, and it will end horribly.
