Looks like, on page 7, Makoto really does regard them that way--all the usual tsukkomi nonsense (whenever a girl like Tomoe shows up: Mio gets it too, but nowhere near what Tomoe does) be damned. At the end, that aside...he got baited hardcore.

Maybe he's too used to quipping at people he looks down on or feels annoyed by, specifically long-haired, ponytailed, good-looking women.

For that case, yeah their history is pretty bad, but considering how things are currently, better leave that matter as "this is this, that is that", Makoto isn't the "Hero who punishes every evil all the time", as long as they do nothing wrong, then so be it, if they do wrong again, then it's another story.
If anything, better accept the "wife and daughters got cursed and became mads for pretty long time" as their punishment, for now.
Another thing to remember is that, Rambrandt is one of the help for Makoto on the Noble Side of things, so trying to punish/getting rid of them only harm Makoto for now.

Raidou is the name of another Japanese character. There is a copyright for it that the anime and Manga don't want to deal with. So, they just use an alias closer to his name.

the victims of the rembrandt couple were 1. murdered, 2. cast out, driven to madness and executed, and 3. been lied to that they are good people worthy of the worship they receive by the former social circle of their victims.
they prey upon the innocent and their "punishment" was a helpless try of self justice of a victim, without any lasting consequences.
the character lime even got hit by the rembrandts' social retribution for having a hand in the curse, despite the wife knowing that her family received it for the murder of her husbands fiancee who they scammed into marriage to steal her belongings.
accepting that is accepting a rigged system.
the perpetrators are rewarded.

Using the character 葛 (kuzu), which refer as medicine (bait) and a plant name (actual), to reveal someone's origin somehow reminds me of the Stroop-effect¹ test that the CIA or FBI allegedly used to identify KGB agents during the early Cold War.

When she mentioned that her country gathers Kenjin, it somehow also reminded me of "The Executioner and Her Way of Life".² That did not end well for them.
