She was rumored to be trying to pry apart the count's betrothal. That's as much "villainess" as I could rescue from this story...
and then she became his sister to crush that rumor?

I'm assuming that the prince arranged the adoption to both quell the rumors and raise her status at the same time.

EDIT: and also, to make it completely impossible for her and the count to be betrothed.

Usually there’s only one or two Ducal houses in a country. They’re second only to the king and are generally founded by:
A) someone who contributed greatly to the origin of a country on the level of the founding king
B)an annexed formal royalty from an acquired country on good terms where they get the ranking for political benefits
C) a member of the royal family who fell out the running but had great enough contributions to be awarded a governing region(usually a brother of the king).

They don’t really grow on trees, and it’s rarely a bestowed rank

On the one hand, hooray, we're back! On the other hand, what was this. "Villainess" is beyond a stretch here, and the romantic relationship is... Someone having a crush on her, so they decide to not to tell her as she spends her time at war, pair off her crush, get her drunk, and 'nobly' only pretending they slept together (because it's that much better than actually doing so) so societal pressures force her to marry him? What is this nonsense? It's not the worst thing in the series, but ugh, what kind of messed up relationship is that?

I'll need to do more re-reading to figure out just where I rate this, but dang, this would probably be low.

Like the woman said, she's completely clueless about noble ettiquette, nuances, and practices. His highness actually needed to say it directly. ;)

No but really. Sirius is the villainous noble here, isn't he? He's dancing around a very fine line being willing to pull a fait accompli and shut down all obstacles but not laying a hand on her while she was black-out drunk.

This could have turned out tragic very easily, to be honest.
