Quick correction, it actually fully went solid black after she said "I love you" to Hiiragi, on that same page before the hug you can still see color/light in them in a few panels. Since then however, solid black.

Isn't new either if I recall they went solid black in the mom panels and the panel where she kept scratching the back of her head. So I guess this happens when shes distressed?

I'd actually argue both are equally codependent in opposite ways. Tomikawa is dealing with deep emotional repression and untreated/undiagnosed codependent attachment issues. But she's much more capable of masking and putting on an outwardly cheery persona.

Hiiragi meanwhile is dealing with severe PTSD and social anxiety, and far from masking is unable to even order crepes or eat out without another's help. She's constantly on-guard but as a result is much better at identifying people who would take advantage of her, a la Igarashi.

They complement each other, but in such a way they accidentally discourage each other from healing.

Yep. This one is the most unsettling for me, because it's just usual Tomikawa shenanigans/monkeying around, but the black eyes look so joyless that it just feels deeply unnerving.

It's just. Wrong.
