I think this ending is honestly pretty interesting. Pretty much every other work by this duo has had at least one death, but this one doesn’t have any, and the violence is toned down quite a bit. It’s a much more psychological ending, one of few material consequences but a heavy mental burden.

No, Himari did have her revenge. It's a bit similar to that scenario where a snail kept chasing you for the rest of your lives, except you couldn't prepare any countermeasure. You just stuck fearing for your life and even in your happiest moment, you would receive a reminder that everything could be over tomorrow. She could ruin all of their lives, and she wouldnt even need a reason. Who knows, maybe she had a bad day so she decided to release the files? Her deep hate for what they put her through is enough reason to destroy everyone's life on a whim, after all.
Which makes her a huge hypocrite for all the crap she gave Kitami over it. So apparently it's bad for Kitami to get revenge because it could mess up HER life, but it's totally fine for HER to get revenge on everyone now?

I think living your life in fear, every happy moment poisoned by anxiety, is a fitting revenge, and I'm once again glad this author doesn't go the whole "getting revenge is wrong" thing

Thank you for your hard work on this manga, n1!

The author literally spent the last 2-3 chapters about how Kitami was wrong for wanting revenge and how Tojo was a morally superior person to him because she didn't stoop to his level. And he had to get stabbed to redeem himself.

It's not that hard to understand. It's not that revenge is wrong. Tojo never forgave those people, and her revenge is simply to live her best life, and doing so will keep them in fear for the rest of their life. Compared to that, Kitami never really moved on from the bullying, and resorted to those same lows by hurting and manipulating people in his revenge.

Not quite so, they fear no only on the videos being published, but also in what comes next, ever more so in Japan: the one with the restaurant, congratulations someone just burned it to ashes, good thing he had it insured, he can open it again, just to be burned down again everytime with the same message -You deserve this, you bully piece of shit!- Until no one wants to insure the restaurant because "insurance fraud". Kanzaki who now has a child could lose not only her work but also any kind of opportunity to get a new one, her child who didn't even exist at the time the bullying happened now gets bullied just because she's the daughter of a former bully. And so on and so on
Yeah, except that she said "You will always live in fear of me." Being afraid of the mob is not the same as being afraid of her.

But the only way she could keep them in fear is through evidence she obtained from Kitami, who never would have got it without his revenge of hurting and manipulating people. So it's hypocritical of Tojo to condemn Kitami's actions then take advantage of them for her own benefit after his death.

Difference in pedantic, basically. They'll always live in fear of Tojo because of what floodgates could be opened, the mob, or their kid suffering from it, all resulted from it.

Not really, because it has revelatory value as to her intentions; she's saying she wants to hold a Sword of Damocles above their heads, but she won't be able to do that anymore if she actually drops it, which means she has no intention of dropping it. It is still an incentive for them to not mess with her in the future, but I don't think they would have done that even without the threat. But, I guess it gives Tojo peace of mind, at least, which is still worth something, and it seems like none of them are wise enough to see through her intentions, which is probably why they got themselves into such a mess to begin with, so in this specific case, it didn't matter in the end, but as a principle, it's worth understanding.
