I feel like the comeuppance was that Itsumi was the one who ended up being attacked when the potion was in effect. She never actually did anything to the girls who got drugged, and a lot of the time the girl who got drugged took it without Itsumi intending to give it to them. The only case this could have been argued was with Rin, except Rin never actually took the potion. I guess she did get pretty handsy with her under the assumption that Rin took the potion, but Rin was very into it except for the part where Itsumi flipped her skirt.

Toudou’s Girlboss/Girlfailure duality rizz is getting stronger each time she evolves! And what an adventure it is, seeing them trying to use a ferry and explore the world on their own is just bliss, character dynamic moments, getting to show everyone and what they’re all about.
But like others have said, it’s just worrying that a person has been missing for two years straight. The only crazy theory I have for this insanity that can somehow tie things together, is either she‘s now an anomaly around the Inn, or she’s somehow responsible for the sex manipulation potion Toudou acquired from the start.
I mean I would like to see the potion callback again at some point, either mentioned by a character or some kind of crisis pushing her to utilize its powers again, but for now we’re focusing on the character and story arc.
And it may just be a matter of different perspective, but I think it’s important to keep in mind that if we don’t count “drugging other girls” as the condition of “raping” … then she never raped anyone. If anything, every girl she managed to get on with before had their ways with her, and it’s been a long time before she actively pursued. I mean, how do you define “rape” when the supposedly mind-controlling device in every erotic Doujinshi ever actually makes the one taking it start to force the one delivering the potion into consent? Usually it just makes the person vulnerable and more subjective to others’ desires, but in this case, Toudou wasn’t interested in having sex most of the time before. The others were just … very greedy during the effects.
Holy hell, that’s one heck of a callback! Mochi Au Lait isn’t the type to conduct these uncalled tragedies, so we’ll probably see that resolved sometime in the near future (or as near as it gets in the story arc, because we as the audience only get one chapter per month).

So if consequences arise, she would have gotten it way before it happens. The fact that she’s here proves that the others have gotten over it.

If we define every single thing that happens without consent as "rape," then the word just loses all severity. It is definitely a bad thing to give people suspicious drinks of dubious origin without their knowledge, and it's often how worse actions begin, but in and of itself it is not rape. If anything Toudou was the victim of rape considering she was always the one getting molested despite her clear refusal. Yeah, she usually ended up with some kind of "wtf i actually kind of like it" mindset, but we should all be on the same page that being made to feel good against your will is not the same thing as consent.
We haven't even established what this alleged love potion even actually is, it could literally be magic that compels you or for all we know it could just be a drink that makes you horny. It's reasonable to think that it might actually be a magic potion that makes you want to have sex with the first person you see, but it definitely doesn't FORCE you to have sex with them against your own will, in every case it was pretty clearly girls who were still of mostly sound mind aside from heightened lust for a twintail bozo, forcing themselves on Toudou with their own rationale for doing so in their own words.
If you trick someone into drinking alcohol without their knowledge when they do not want to drink, that's an evil thing to do and you're either a bad or stupid person for doing it, but it doesn't make you solely responsible for literally anything they do while under the influence to the point of removing your claim to victimhood if they direct their altered inhibitions towards you.
It will probably never be established how the potion actually works because it doesn't matter. It's a light hearted romcom manga where a lot of the early scenarios are just set up for laughs without any real gravity to get the premise of the story moving, and none of the people involved on either end seem to have cared that much in the end. It's completely ridiculous to expect the story to suddenly take a ridiculous turn for the dark and have everyone level rape accusations against Toudou. If they were to do such a thing, then they're all just as guilty if not more so than she is for actually initiating the act, and every one of these girls should be seeing consequences. It won't happen because none of them give a shit. The funny twintail girl did some stupid shenanigans and some stupid stuff happened but a good time was generally had by all and none of them have expressed any hard feelings over it.
Likening a gag scenario of extremely dubious consent on all sides as something so black and white as to be compared to Cosby is nuts and you should stop holding unrealistic expectations for a comeuppance nobody is asking for.

I first read that panel as "probably should say that out loud though" and I thought "damn she crazy 🤣🤣" but that would still be in character for her regardlessI love that Yanagi has her priorities in order:
