Well yeah. The GM is basically just saying don't cause trouble for him to Harten so Harten is subcontracting the work of killing the crippled bandits to other slum dwellers with two working hands and zero morals.Seeing how it's the bandits' guild, aren't those heavily wounded people as good as dead? If you were a rogue and saw your superior totally defenseless, wouldn't you think that's fate offering you a promotion? Just finish the job, and the superior's position is now yours. If it was an honourable organisation, things could be different, but every single person there is a criminal, aside from their captives and slaves.
Well, without hands, they're as good as dead in the slums. This chapter made me want to drop this.

Most likely the Guildmaster said that, knowing perfectly well the kind of juggernaut that Harten would become at the Thieves' Guild. He probably asked for no deaths because deaths would need to be recorded and involve paperwork, but if it's just maiming, then it can be chalked up to "injuries among clientele at a bar brawl" and involve less reporting.A direct request from the guild master as a compensation for information provided.
