It's probably units of 万 (10,000) in the arrangements, which is the normal way to count numbers above 10,000 in Japanese. E.g. 4 million will be written as 400万 (400 * 10,000 = 4 million). Once you hit 100 million (10,000 sets of 10,000) you swap to 億, and at some point I think they just swap...

The masks are the signature of Strange Grief - when Liz showed up the first time she was wearing hers too. Cry made them. He forgot to carve out holes for the eyes first, though, so everybody else assumed they needed to learn how to fight without seeing and Cry was too embarassed to correct them.

Honestly, everything in this chapter was hype except the full costume. Gonna guess a lot of this impact is supposed to be how the different blacks and whites contrast or meld into each other which... doesn't really work in a black-and-white image where there's no material tones to work with...
