Generally speaking, we (MangaDex) do actually allow them. It's just that scarce few groups bother scanlating something that's already getting free official releases, so there's nothing to upload. The decision for us (XuN) to drop this had nothing to do with MangaDex rules. edit: Wait, unless...

Even if they could do that, they wouldn't. That's not how these things have ever worked. Even if we offered them our translations for free, contracts and all, no self-respecting publisher would take scanlated chapters and make them official - mostly because those translations were not exactly...

Yeah, it's not supposed to. I'm reluctantly adding stretching to the next site version, as hideous as it looks, but global zoom working on images also is completely expected browser behaviour so this isn't a bug in any way.
