My theory right now with Takami is that he has issues due to some relative, like an older brother, say, who became a rocker and got disowned by his family. So maybe he's sweet to Tohno because he reminds Takami of him?

The original group that TL'ed up to vol 3 have posted that they're dropping the project, and since I like this manga, I'll have a go at picking it up. This manga is quite hard to translate though, so let's see how far I get...

The story isn't in chronological order. My understanding is that this arc is actually the second chapter chronologically, right after chapter 0. This is about the defense of Kiev during the Barbarossa offensive, and according to myth Baba Yaga's hut is right in this area.
