I think watching this vid to understand the parallels of RPS with fighting games would help.
JP FGC terms might be different from EN terms. I personally think oki in this context is a misnomer. Almost always, oki or
okizeme is referring to the situation where the aggresor knocks down the opponent and sets up an stream of offence.
TLDR; oki = keepout/zoning, ate = rushdown, saeshi-gashi =whiff punish
in RPS situations; keepout > rushdown > whiff punish > keepout
On a not totally related side note, the right of way totally reminds me of frame advantage/disadvantage situations. It's fun seeing how interactions shape the fencing fight
