The vast majority of manga are made one week at a time, or only a few weeks in advance. There have definitely been a few retcons in Kengan, in Asura Ohma remembered his backstory being different like four times. Either they've suddenly come up with this, in which case they were stupid, or they've been planning this for a while, in which case they suffer from premeditated stupidity. But given that Ohma's been dead for over a year real time with zero indication he would ever come back and a new character being introduced who's a dead ringer for him in the meantime this just screams "attempt to randomly increase manga's popularity".

That is a euphemism, literally everything else in the Asura manga along with everything in Omega so far prior to chapter 50 points to him being dead.

If there's anything manga has taught me it's that it's never too late for a series to completely shit the bed. But an explanation is irrelevant, since the problem with this reveal isn't that it's an asspull it's that it undercuts Asura's ending.
