Hmm, I think you have taken what Peter said literally. Peter is not their actual father.
And whether you can ship Norman and Emma, and it being labelled as "incest", depends on what you define as incest. Do you define incest as blood relations? Then no, it's not incest. If you define incest as someone growing up together as family, then yes it would be labelled incest to ship Emma with Norman or Ray.
