Kazzy did ask if Koga was safe, but I think people think too logically here. Kazuo is probably still completely overwhelmed by the situation with Ohma reappearing that he is focused on him. It doesn't mean he doesn't care for Koga, but his emotions are simply being trumped by the sudden reappearance.
