As long you're logged in with your mangadex account and has blocked the other "scanlator", Neko should automatically exclude the chapters that the other person uploaded.

You can block the uploader though, it will make all their uploads disappear.

Blocking an uploader doesn't physically make their uploads get removed, it only removes your awareness of them.
