Given what we've seen so far this monarchy seems to be decentralized (e.g. Holy Roman Empire, France pre-17th century), meaning MC duchess is essentially a sovereign ruler with a lot of autonomy; collecting their own taxes, enforcing laws, maintaining a private army etc.

I'm not sure what these two could possibly hope to accomplish here other than their own ruin and potentially damaging their country by going against MC, even if their allegations were true but oh well I'll suspend my disbelief some more I guess

No, you're right, but there's a basic misunderstanding that hasn't been corrected since it hasn't come up:

People think the Prince and the King, aka, the bit of the kingdom in the middle of four dukedoms, are more important than one of those dukedoms (Also please remember teenagers do dumb emotional shit, that's certainly at play behind the scenes too.)

See also a Saintess being more important than these four dukedoms.

And, y'know, OG Lunaria having been a bullied girl.

But we both know that none of these things are more powerful than at least one ducal family who controls a quarter of the kingdom as a whole.
