The gender-bent arc proved what's really going on here: Leo is fond of Fooly but is basically into girls. If she really was into him there wouldn't be this eight-years-long "silent understanding" crap, they'd be in an actual relationship. But he's a guy, and that holds her back, it's a deal-breaker.
She can be jealous of his attention all she wants, but at the end of the day she doesn't want to get with him, she just wants to monopolize his attention. She needs to be honest enough with herself that while she's jealous of Fooly's attention, she isn't attracted to him. Because if you can't really return those feelings, stringing someone along is just heartless.
Also this level of jealousy would be borderline abusive even if they were actually together, for her to be telling him who he can be friends with is messed up
