The only thing I could think about this chapter was when Fleur said she wasn't naked cause she is wearing a ribbon, it reminded me of the preacher lawson joke where he says a naked crazy guy and the dude just screams "IM NOT NAKED IM WEARING SOCKS"

So what Harriet said was Fooly is at his limit in recovery magic, he basically is using his own life force to heal, probably Leo with be seriously injured and he will sacrifice his own life...
