As I guessed in previous chapters, it does seem that he was never the culprit in the game version. If he was to become a playable character, there would have needed to be some kind of redemption arc for him where it's revealed that he's not the villain responsible for everything...or at least not all the villainous plots in the game. Likely he just took advantage of the situation, and he too is trying to find the drug dealers.

Also, there's that Yazuka blood showing itself there.
