He totally seems to intend to make Ati grew emotionally stunted. Either this or he is someone that doesn't tolerate being opposed, even indirectly ("the don't defy me" bit).
The only thing he imho was right is that maybe a three years old should ride on an horse

Because they smelled weakness when the marquis became a broken man after his wife's death. They obviously plan to exploit that weakness for their own benefit. A stratified society is a breeding ground for such scemes because it's not an equal opportunity society. Even if you were born really smart, you might end up doing menial labour, never able to put your intelligence to good use, simply because you were born in a less fortunate family. And there's likely very little you could ever do about it, unless you get really lucky. So, people could easily grow bitter and start planning plots to change their situation, feeling zero sympathy for anyone, especially those who are better off simply because they were born in a fancy family. Empires have fallen because of this.
