Well, she definitely isn't one of those goody two shoes reincarnated 'villainesses' who actually won't hurt a fly - while she isn't malicious for the sake of it, ultimately her priority is avoiding the bad end for herself, and then her friends' well-being. She even directly suggested using the system for covert intelligence gathering as an argument for its adoption. Basically her goal was to cause trouble to somehow derail the scenario, and hopefully get a bad reputation and avoid being engaged to the prince.
