It isn't. To begin with, no one gets as touchy as she was without that reason being behind it to some degree. It's hardly different from what the pedobait was doing from the start herself--it's just that Suzuho took a constant backseat to the brat for most of the manga so far; all of that panel time was either about how the MC couldn't resist being exactly what the brat said about him in the color pages at the beginning of this chapter or development of the brat's character. The rest was about Suzuho just being there.
After that, Suzuho and the MC didn't grow up together--there's no Westermarck effect to keep her from being attracted to him no matter how much she wanted to play the oneesan role on the surface; once they entered MC-kun's life, they were effectively roleplaying sibling life.
In short: Suzuho was touchy-feely with a guy who only recently became her stepbrother, and was playing brocon with someone who was neither blood-related nor in her childhood. Romantic and sexual interest having played a role from early on would make sense, it's just that only one of the two sisters got to reveal that via character development.
