This is not love, this is just their "obsession", because human sympathize, you would need to be completely psychotic to have no sympathy.

So when even them suffer the degradation this job does to one's mind, but they are trash, even this is said is just a "rationalization" of what happens to them.

They deserve nothing but suffering.

To be honest, I don't really know what kind of "love" people in that position would require. Maybe this is exactly it. He's trying to break their psyches enough that there's no empathy left. They are both collecting debt through violence and trafficking children, so any empathy will lead to doom. If they can't become as cold as machines in their work, they will be killed by the yakuza as defective tools. So, I guess what Ton is doing is one form of love. He has no empathy whatsover, but he has built a supporting wall for what's left of his psyche around his concept of trust. Apparently he is, even if clumsily, trying to have those boys as well use that trust ideology to keep a certain fraction of their humanity.

Hopefully just something specific to seedier restaurants in Japan. There must be thousands of ramen shops in Japan, both horrible and remarkable, and everything between.
