The sisters question is an invitation, and even that's a half assed one.

She sort of invited herself before he had a chance (to fail to do so) so it would have been redundant; he was counting on handing his friend over to Siwa and going around with Hii-chan. Rookie mistake to not follow up it up with asking if they could go around together.
