You're confusing "hamburg steak" with "Hamburger". They make burgers like we do, while also having a "hamburg steak" which is basically the patty with some sauce and other stuff on a plate.

"ハンバーグ" (HANBA-GU) -> Salisbury Steak

Yeah, it can be confusing if you only have the reading of it, so translators would usually translate it to "salisbury steak" instead
