I think he's 18 now, still not considered an adult (20 in Japan), so he can beat someone to death and only be charged as a minor.

The laws have slowly been getting updated to western standards. There are a few civil laws that still use 20 as the start of adulthood, but all criminal laws use 18 as of 2022.

Okay Baki is pretty strong, but what about his dad? The whole strongest living being title sounds too silly, yeah? Not to mention Yujiro's age, Katou has that over him. Katou should test it out, you never know.
