I get the impression that the reason is that his preferences are towards someone strong, i.e. men, rather than women. He basically went for women before only because he knows how babies are made and he had probably already figured out only those of his own blood could entertain him. It's actually weird he didn't really go around and make more. It's not like he's ever spent any time raising his kids so all he ever needed to do was the sexual assaults. He's stated that he has multiple children but none of them were worth anything other than Baki and now Jack. Would be nice if the author could introduce one of them that may hold a grudge and actually gotten stronger to fight him.
