I think you misinterpreted that I suggested FOREIGN countries would be okay with you owning WMDs.
I only meant native government. Also as a ranking official, your local government will assume that 'your' WMD is part of THE local government ammunition. Just you have the nuclear launch codes. (Disregarding the president having higher hierarchy in launch codes, nuclear subs have independent ability to launch codes by Captain of the ship if he believes mutually assured destruction is required)
