This is labelled as "描き下ろしおまけ漫画" (MTL: omake/bonus manga drawn by artist) in the volume chapter list, not chapter 8. Yeah it's weird to have a story conclusion be in volume extras.

Of volume 1, which got a fan TL two years ago. The official release covers up to chapter 5, while the raws are on chapter 24.
Lots of manga with official releases also have fan translations. If the license holder doesn't want people doing fan TLs, their first step should be to get off their asses and actually release something past the first 20%.
