in chapter 21, it is revealed that kosugi mina has an unusually large memory capacity and that one of her memories show that her previous owner is actually the inventor of the minas. it is also shown in those memories that super minas already exist. with those facts, we can say that "prototype" doesn't mean an old model but rather, as you said, an engineering sample. kosugi mina is a prototype of a robot that is or should be able to "act as more than just a robot" (the words of the inventor himself).

This madlad wants her robot wife to even have economic independence. He sure is trying for this to be no different than healthy human marriage. My parents don't have economic independence from each other and that's why they have been married for over 40 years... out of fear, not love. It seems that she is no longer "hunting" the house atm, but we see her attacking that racist girl when she assaulted Mina, so she's probably somewhere looking for the house in case of danger
