I think they just don't want to beat up a kid they care about. Like, if you were helping out a kid, and they ended up supporting some evil person, that would really complicate fighting that evil person.

so it seems Fal is the one creating the flesh golems which others are calling chimeras. So i wonder if there is a legal distinction between the flesh golems and illegally making monsters like what fal said is the domain of a demon king or dungeon that would allow sorophia to not take her down immediately.

As of right now her research is too large a threat to ignore.
