Those probably costs a lot, something a High School Student probably couldn't afford (i mean, her accident happened 3 years prior, so she was probably in 1st year High School when the accident happened, considering she is 1st year University student now).

Plus, high level Adventurers seems to have high defense which probably makes surgical procedure hard for them which would further increase the procedure cost or might even make it impossible. So she only had magical healing options, but because she had higher magical resistance, even that option wasn't affective.

There is also the fact that her left breast was burned to ash, meaning while the wound has been healed, there might still be some internal damage which could cause issue with implant procedures. I mean we haven't really seen what's her current breast condition is like.

This is good. Like others have said, I like that this manga helps deal with real self-image and self-esteem issues. It’s interesting that it’s used in this kind of context, which gives it a certain level of justification rather than just PEAK HORN ECCH MANGA type of thing.
