The tagging is inconsistent. So unless when reported or generates buzz about it being close to porn, series like you mentioned remains in erotica. I, too, know of plenty of entries that should be mature but is still in erotica. Some already were changed but a lot are still under the erotica tag.

The problem is that this chapter shows the MC's genitals in a sexual context. Yes, it’s censored with a whiteout, but let me ask: the overwhelming majority of JAVs have the actors’ genitals censored. Does that mean JAVs aren’t considered porn?

On a side note, even though @b-no correctly created the entry tagged as Mature, someone went and changed it to Erotica. I went through a whole shitshow today because someone kept changing Anehame’s tag from Mature to Erotica. I’m tired, boss.
