You have a point, this might be the setup to the uncle grooming/manipulating her.Considering that everyone in this series is fucked up I'm leaning towards the uncle saying that to Nagi to manipulate her. I'm guessing that he left to go work in Tokyo because the trope dictates the older male needs to distance themselves but is forced back into that situation and succumbs to their feelings. Or maybe he had feelings for his half sister but she left the house so he felt like she abandoned him and when her daughter came into his life he transferred those feeling onto Nagi. Like people are saying he's going to control her life and this was just the first step in order to break her. He's then going to set insurmountable conditions in order to get him to "forgive" her that hinge upon her following exactly what he says to do. As much as I don't want it I also have the feeling that besides forcing her into the gavure and idol industry he's also going to be her pimp. I have this weird feeling that it's all some sort of delusional revenge against his sister but since he can't enact it on her anymore he's decided that Nagi will be the surrogate. Story wise it kinda of explains why he would break Nagi down like that out of the blue to emotionally shatter her to make her completely dependent upon him with the end goal of abandoning her as an empty husk like he felt his sister did to him.
