Like the others said, the lines are her blush... but if you mean the '...っっ' it's not really a'...' or he'd just write that. She's basically just trying to say something but not managing it since she's so flustered, just getting a little 'ts!' or 't!' out. So you could just '... S- S-' But since っ is also used for ! the best option (IMO) is just '... !!'

Because if you think about it, what does '... !!' even sound like in English? Probably like '...っっ'.
